MRF (Rhymes With Smurf)

A MRF is a Materials Recovery Facility, a Materials Recycling Facility, or a Materials Reclamation Facility. These facilities receive household and business waste, construction waste, recyclables, and other discarded materials and separate them.

A “dirty” MRF receives mixed solid waste (everything all jumbled together), or in lingo “a mixed solid waste stream” and separates out the recyclables and other desirable materials.

A “clean” MRF receives just mixed recyclables and separates them.

And I have just learned about “wet” MRFs, which use water to separate items in a dirty MRF by density, cleans them, then dissolves organic material for anaerobic digestion.

The sorting in a MRF is accomplished with some automated processes and also manual sorting of materials into bins.

What exactly does “sustainability” mean? How about “green”, “eco” or “environmentally friendly”? The truth is that these terms are just vague enough to mean many different things to many different people. With the staggering array of “green” products, ‘lifestyles’ and concepts being promoted by marketers and environmentalists alike (as well as the necessary coining of new terms to match new ideas) our definition series aims to make sense of the rising tide of “eco-lingo” and technical terms.


The San Francisco Federal Building…at 2 AM

Yes, it’s true. While I was waiting for a TransBay bus near Civic Center at 2 am a couple weeks ago (not something I do often), I was thinking about energy efficiency.

I took the following (terrible) cell phone photo of the Federal Building from Market Street:

And I wondered, “Why are all those lights on?”

There are a number of reasons that entire floors of lights might be on in a building in the middle of the night. Reasons could include:

  • Cleaning crews come in after workers leave and turn all the lights on a floor on
  • A few folks are working really, really late and can only control large areas of lights
  • Sensors or timers that turn off the lights are not functioning properly
  • Nobody knows how to turn off the lights

But the San Francisco Federal Building is touted as a high-performance low-energy building. And someone else has previously noticed lights on late at night. So what’s going on?

I’m going to see what I can find out in the next week or two and will write a follow-up post.

Berkeley Might End Curbside Recycling Program

On Tuesday evening, March Berkeley City Council heard an analysis of the recycling program managed by the Ecology Center.

According to East Bay Express,

The city paid the southern California firm Sloan Vasquez $85,000 to figure out how to plug the deficit. The consultants said in taking over the recycling, the city should replace the Ecology Center’s two-person trucks with one-person trucks, except on hilly and narrow roads where one employee working alone would be dangerous. Reducing the number of drivers and overhead incurred by the nonprofits would save millions of dollars, they said. They also recommended layoffs in the city’s solid waste division.

Currently, the nonprofit Ecology Center manages a city contract to pick up paper, glass and plastic. The Conservation Center, also a nonprofit organization, is charged by the city with processing and buying back recyclables. Urban Ore, a for-profit business, salvages and sells reusable items. City workers pick up garbage, and green and food waste. … …

The point where the city and nonprofit workers agreed was that outside profit-making companies such as Waste Management should not have the commercial franchises, as they do now, to pick up recyclables from Alta Bates Hospital, UC Berkeley, Bayer Corporation, Kaiser Permanente, Pacific Steel Casting and more. Ricky Jackson, a rep for the government employees’ union, said the city could make money taking on this work.

Councilmembers want more input from the nonprofits, city workers, and the Zero Waste Commission at their March 22, 2011 meeting.

To give some more background on concerns about the study, on Tuesday Berkeleyside carried a story about the report on recycling in Berkeley:

An independent report commissioned by Berkeley to assess how it could save money on its waste and recycling operations has recommended that the city terminate its contract with the Ecology Center which started the nation’s first curbside recycling program here nearly 40 years ago. The report’s proposals have been challenged and its methodology criticized by the Ecology Center, as well as by at least one third-party waste management expert.

Concerns about the study include the following:

[Martin Bourque, Executive Director of the Ecology Center] says he sees significant problems with the assumptions made in the Sloan Vazquez report, principally that the city would be able to save money by bringing operations in-house. Citing two specific examples he says: “The city waste supervisor is already overburdened and they are suggesting doubling his workload. And, at the moment, the city doesn’t carry any overheads but that will increase their costs by 26%.”

Bourque also has issues with the way the consultation process was handled — the consultants chose the day the Ecology Center was rolling out its new recycling split-carts last October to observe the program in action, which according to Bourque was atypical of its service. He adds that offers made by the Ecology Center to meet with the consultants or share data were declined.

Berkeley resident Steven Sherman, who is President of Applied Compost Consulting and has consulted for the city on waste matters, believes the Sloan Vasquez study has “terrible policy implications for the City”. In a March 3 letter to the Council he outlines why he believes the City should not accept the report’s analysis as valid.

Berkeley’s Zero Waste Commission has also condemned the study, describing it, in a February 28 report, as ”incomplete and missing information, cost-benefit analyses, and a lack of an adequate and inclusive process”.

Do Green Roofs Improve Solar PV Performance?

While attending a recent talk given by Paul Kephart, president of pioneering ecological design firm, Rana Creek, I heard an interesting assertion: Green roofs can improve the performance of solar photovoltaics by up to 30%. This would be due to the ability of the green roofs to lower the ambient temperature surrounding the panels, thereby boosting efficient operation.

Plants + solar PV may be an exciting possibility for synergistic systems on rooftops, especially in dry climates like California.

I have been looking around for studies or more information about this and came up with just a few articles that are linked below. Portland State University has a study underway on this topic.

California’s Clean Energy Future, Part 3

On Tuesday, January 25, I was in the audience at the SPUR Urban Center in San Francisco as Panama Bartholomy, CEC, and Emma Wendt, PG&E, gave presentation about California’s clean energy future.

Most people don’t think of utilities as wanting to do something to address the clean energy future… You might know PG&E through your utility… We’re a really large but really green utility… We’ve won greenest utility in America for the last 2 years… We have a really green portfolio… We have a significant amount of solar interconnected into our system…

What do we mean when we talk about a sustainable electric system?… … The first step in cleaning up the system is to supply green power… On the customer side, you can add rooftop solar and plug-in electric vehicles. But because you have peaks in demand, and an intermittent demand… you need some sort of storage system to make sure demand can always be met by supply… Also need a way for all of this to talk to each other.

On the renewable side, there are a number of ways you can interconnect renewables into our grid… There are a number of programs – California Solar Initiative, Self-Generation Incentive Program, net energy metering, feed-in tariffs, and the renewable auction mechanism, which are hot of the policy presses…

We have a renewables RFO, where we look  at the feasibility of projects … … and PG&E is looking at more options for owning renewables.

So why are we doing all this? … … We do have the renewable portfolio standard…

Another policy hot off the presses is the TREC decision – only allowed to buy out-of-state renewables for up to 25% of our renewables obligation… …

[Showing 2009 electric power mix.] This is what was actually delivered. We don’t yet have final 2010 numbers…

In the future, we have a ton of contracts for new renewable sources. A large part is solar – both solar thermal and solar PV… … You’ll only see a small amount coming from small hydro – basically the rivers that can be dammed are already dammed up… …

PV program hopes to speed up future PV installations… … if you are a developer of small-scale renewables projects, the RFO comes out next week… … On the utility side, we are planning to build more substations… … We want to build solar PV near our substations…

In reality, renewables projects in California don’t always get built. As of the end of 2009, half of our projects were cancelled or significantly delayed… … transmission is causing the most delays, but other barriers are significant – financing, developer inexperience… permitting, technology risks… site control, and the list goes on.. …

PG&E is involved in a statewide initiative called California’s Renewable Energy Transmission Initiative (RETI)… you can’t have clean generation without a way to get it to where the people are. This is a really big problem… …

PG&E customers lead in on-site solar generation… but the best resource is energy efficiency… … PG&E offers a wide range of customer energy efficiency programs… … we also have a program where we work on appliance standards… And we work with retailers… to give them the incentive, then they have control over what they put in front of their customers… …

A cool tool to help customers find out more about EE is also SmartMeters. You may have heard a number of things about SmartMeters… But there is the possibility of seeing what your load is like.

PG&E is also looking at options for plug-in electric vehicle integration… looking at meters for the charging of EVs, and having a separate pricing system… We have a number of partnerships with organizations working on electric vehicles.

Peter Calthorpe – Urbanism in the Age of Climate Change

Last week I saw Peter Calthorpe speak about his new book, Urbanism in the Age of Climate Change.

A highly influential planner, designer and urban thinker, Calthorpe has spent decades advancing holistic approaches to the built environment, most famously as a champion of  New Urbanism.

His latest book lays out the case that urbanism, i.e., creating more dense and livable cities, is the only real defense against climate change. If climate change is hastened by runaway carbon emissions, and carbon emissions are linked to the energy intensity of daily life, then it follows that altering the built environment and transportation patterns are key to its mitigation.

This may not be news to anyone, but Calthorpe’s book is about skillfully unpacking this data for a non-technical audience and showing how sprawl is not just a little more carbon intensive than denser urban development, but more intensive by orders of magnitude. Read it for a study of “the big picture”.
