To promote energy efficiency, ASHRAE and the US Department of Energy are making Standard 90.1-2007 (I-P Edition) available for free download.

Standard 90.1 has been a benchmark for commercial building energy codes for over 35 years. It is an indispensable reference for engineers and other professionals involved in the design of buildings and building systems. The 2007 edition serves as the basis of many building codes.

For those that like to know what acronyms mean, ASHRAE stands for the American Society of Heating, Refrigerating, and Air-Conditioning Engineers. Their motto is now “Advancing HVAC&R to serve humanity and promote a sustainable world.” A cool bunch of very nerdy engineers – you can find out more about the organization here.

Cut Energy Use 50% in Commercial Buildings

The Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) just released two technical reports on how to achieve 50% energy savings in both new and existing large office buildings and large hospitals.

Research by the California Public Utility Commission staff indicates that if enough existing lighting and lighting for new buildings incorporate the latest technologies, the state could achieve a 60 to 80 percent reduction in light-related energy use. New policies adopted  by the commission promote that goal by encouraging utilities to rethink their current consumer subsidies, which tend to focus on compact fluorescents, in favor of the newer and more energy-efficient technologies. “We need to move on and look at how best to spend our resources on the next step of lighting,” said Theresa Cho, an aide to Commissioner Diane Grueneich. “Our goal is market transformation.” The shelves of Wal-Mart and other big-box stores are already full of compact fluorescents, she said – via the New York Times Green Blog.

A trio of House Republicans, Joe Barton and Michael Burgess of Texas and Marsha Blackburn of Tennessee, have introduced the Better Use of Light Bulbs Act, which would repeal the section of the Energy Independence and Security Act of 2007 that sets minimum energy efficiency standards for light bulbs and would effectively phase out most ordinary incandescents – via the New York Times Green Blog.

The Department of Energy’s inspector general released an audit on Wednesday showing that it is continuing to buy obsolete fluorescent lamps, bypassing the more modern technologies that it spent tax dollars to develop. Yet even more surprising, it is still buying the familiar incandescent bulbs in place of compact fluorescents. The department operates at 24 sites, and the auditors visited seven of them. “Despite the substantial benefits of C.F.L.’s, all of the sites we visited continued to purchase incandescent lights,” the report said – also via the New York Times Green Blog.

Why is DOE Regulating Showerheads?

Why does the Department of Energy care what kind of showerhead you have? Well, unless you shower exclusively in cold water, the more water you use, the more energy is needed to heat that water.

The Energy Policy and Conservation Act of 1975 (EPCA) states that a showerhead manufactured after January 1, 1994, can deliver no more than 2.5 gallons per minute at a flowing water pressure of 80 pounds per square inch. However, the term “showerhead” was interpreted by manufacturers to be a device sending water over a bather. Each device was considered to count separately and  separately needed to meet the standard.

The draft interpretive rule published by the DOE clarifies that “a showerhead is any plumbing fitting that is designed to direct water onto a bather regardless of the shape, size, placement, or number of sprays or openings that it may have.”  All nozzles would need to jointly meet the 2.5 gallon per minute standard. This primarily will affect high-end showerheads that deliver much more than 2.5 gallons per minute.

At this point, the DOE is planning enforcement actions only against the manufacturers of the offending showerheads. Some of the products that manufacturers have stopped selling as a result of letters from DOE include the “Shower Rose” from Grupo Helvex, which delivered 12 gallons a minute. The Plumbing-Heating-Cooling Contractors – National Association (PHCC-NA) is up in arms over the new interpretation of the definition and is trying to spin the new definition as having a negative impact on water conservation (though no reason is given in this article).

Major Appliance Efficiency Agreement

A few days ago, appliance manufacturers and energy efficiency advocates announced an agreement to call for new national minimum efficiency standards to improve energy and water efficiency standards for refrigerators, freezers, clothes washers, clothes dryers, dishwashers, and room air conditioners. The coalition of major appliance manufacturers, their trade union, and the energy efficiency advocates propose that the new national minimum efficiency standards and tax credits be instituted through action by the Department of Energy and by Congress.

According to the press release, the recommended standards and tax credits would save more than 9 quads of energy over 30 years. The recommended water efficiency standards and tax credits for clothes washers and dishwashers would save about 5 trillion gallons of water over 30 years.

Below, I’ve put together a rough timeline of how the proposed standards would take effect:

  • January 2013 – dishwashers would see 14% energy savings and 23% water savings
  • January 2014 – new refrigerator and freezer energy reduced up to 30%
  • June 2014 – room air conditioners would increase in efficiency 10-15%
  • 2015 – top loading clothes washers would have 26% energy savings and 16% water saving compared to current standards
  • 2015 – front loading clothes washers would have 43% energy savings and 52% water savings compared to current standards
  • 2015 – clothes dryers will increase in efficiency 5%
  • 2018 – top loading clothes washers would have 37% energy and water saving compared to current standards

The agreement was signed by major appliance manufacturing members of the Association of Home Appliance Manufacturers (AHAM) and by major energy and water efficiency organizations, consumer groups and environmental organizations including the American Council for an Energy-Efficient Economy, Alliance for Water Efficiency, Alliance to Save Energy, Appliance Standards Awareness Project, Consumer Federation of America, National Consumer Law Center, Natural Resources Defense Council, Northwest Power and Conservation Council, and Northeast Energy Efficiency Partnerships.

U.S. Representative and  House Appropriator Mike Honda secured funding to the tune of $2 million towards extension of the BART system to Silicon Valley as part of the FY 2011 Transportation, Housing and Urban Development spending bill. What is the “BART to Silicon Valley” project? It’s an extension of the existing BART system to Milpitas, San Jose, and Santa Clara starting from the future Warm Springs station in Fremont (along the eastern side of the South Bay).

More people are freaking out about smart meters, but this time not in the Central Valley…

The Fairfax Town Council gave the nod to the creation of an ordinance that, if passed, would try to prevent PG&E from installing smart meters in Fairfax –  via the Marin Independent Journal.

The Marin Association of Realtors has issued a statement calling for a moratorium on its SmartMeter program due to concerns in three areas: concerns about overcharging, concerns about health effects from the radio waves, and concerns about PG&E imposing meters on folks that don’t want them – via the Marin Independent Journal.

The Marin Independent Journal also reports that the Marin supervisors have sent a letter to Michael Peevey, president of the California Public Utilities Commission (CPUC), asking the CPUC to suspend PG&E’s SmartMeter rollout until a commission has reviewed the funtion of the meters and until the health implications of the electronic emissions from the wireless devices has been addressed…

The Department of Energy announced yesterday that $122 million has been awarded to a team of scientists from California (including Lawrence Berkley National Lab) to establish an Energy Innovation Hub that will be focused on converting sunlight into liquid fuel.
